When all three pipes are operating simultaneously, the tank is emptied in 1 hour (60 minutes).
The combined filling rate of P and Q is (C/10 + C/6) litres per minute.
The net rate of change of water in the tank when all three pipes are operating is
(C/10 + C/6 - 34) litres per minute.

So, we have:
